On full frame, 24mm is the focal length that works.
It gives a medium shot from about a foot to eighteen inches away, which is where the camera actually sits. On Super 35 you need to go wider, around 16mm to 20mm. Going to a fisheye deepens the vertigo further if that is what the scene wants.

Writing the prompt: four rules for this shot
Describe the geometry as a mounted camera, not as a camera move.
Say the camera is rigidly fixed to the subject's body at arm's length facing their face, so it moves exactly with them. Describing it as a movement gets you a normal handheld shot.
State that the subject stays perfectly still in frame while the background swings.
This inversion is the entire effect and it is not intuitive. Spell out that the person does not move within the frame at all.
Ask for a wide focal length and visible shoulders.
It matches how the rig is actually shot, and it guarantees enough background in frame for the motion to register.
Name the emotional state.
Panic, intoxication, dissociation. The shot exists to convey one of these, and naming it steers the performance as well as the framing.
